What is AS/NZS 61439?

AS/NZS 61439 is the Australian and New Zealand standard for Low-voltage Switchgear and Controlgear Assemblies, published in May 2016. This standard is adapted and revised from IEC 61439. It supersedes the old standard AS/NZS 3439 issued in 2002, with a 5-year transition period allowed.
The major change is that the former classification of Type-Tested Switchgear and Assemblies (TTA) and Partially-Type-Tested Switchgear and Assemblies (PTTA) has been replaced by the Design Verification system.
Who is the Original manufacturer, Assembly manufacturer and User?
DSJ Electrical acts as both the Original Manufacturer and Assembly Manufacturer for all our low-voltage switchgear products.
--Original Manufacturer: The organization that completes the original design and corresponding verification of assemblies in accordance with relevant standards.
--Assembly Manufacturer: The organization taking full responsibility for finished assemblies. Any party modifying the assembly shall also be regarded as an Assembly Manufacturer.
--User: The party who specifies technical requirements, purchases, uses and operates the assemblies, or acts on behalf of the end user.
Who is responsible for compliance of an Assembly?
DSJ Electrical is fully responsible for the design, testing and compliance of all switchgear assemblies. We complete all design work and relevant tests, and ensure all products fully meet standard requirements and internal specifications.
How to verify an assembly?
All assemblies applied in defined electrical installations must be verified in accordance with AS/NZS 61439. The verification work is divided into two categories:
Design Verification
Design Verification aims to confirm that product designs comply with the requirements of AS/NZS 61439 series. All design verifications are completed by DSJ during product research and development. Any design modification shall trigger re-verification as required by the standard.
Three approved Design Verification methods under AS/NZS 61439:

-- Verification by Testing o Conduct mechanical and electrical tests as required

--Verification by Comparison with a tested reference design o Derive from validated reference designs and prove equivalent or better performance

--Verification by Assessment o Carry out evaluation via professional calculations and design rules with adequate safety margins

All required design verification items are listed in Table D.1 of Annex D to AS/NZS 61439.1.
-- Routine Verification Routine Verification is performed on every finished assembly prior to factory dispatch. It is used to inspect raw material defects and workmanship issues, and ensure correct operation of finished products. Routine verification can be carried out during or after assembly.
What Part of the standard does a Switchboard need to comply in AS/NZS 61439?
The AS/NZS 61439 series consists of 8 parts:
AS/NZS 61439.0: Guide to specifying assemblies
AS/NZS 61439.1: General Rules
AS/NZS 61439.2: Power switchgear and controlgear assemblies
AS/NZS 61439.3: Distribution boards intended to be operated by ordinary persons (DBO)
AS/NZS 61439.4: Particular requirements for assemblies for construction sites (ACS)
AS/NZS 61439.5: Assemblies for power distribution in public networks
AS/NZS 61439.6: Busbar trunking systems (busways)
AS/NZS 61439.7: Assemblies for specific applications such as marinas, camping sites, market squares, electrical vehicles charging stations
AS/NZS 61439.1 (General Rules) applies to all low-voltage switchgear and controlgear assemblies. According to product characteristics, our low-voltage switchboards shall comply with either AS/NZS 61439.2 or AS/NZS 61439.3, which is determined at the design stage.
What is difference between AS/NZS 61439.2 and AS/NZS 61439.3?
AS/NZS 61439.2: Applies to power switchgear and controlgear assemblies for industrial and commercial applications, operated by qualified personnel only. All switchboards not meeting DBO criteria shall be manufactured to this standard.
AS/NZS 61439.3: Applies to Distribution Boards intended to be operated by Ordinary Persons (DBO). A distribution board is classified as DBO when its rated current (In) ≤ 250A and any outgoing circuit current rating (Inc) ≤ 125A.
What is User information template (Annex C)?
Annex C of AS/NZS 61439.1 provides templates for collecting technical requirements from users, and serves as the agreement between DSJ and customers.

What is Design Verification (Annex D)?
Annex D of AS/NZS 61439.1 contains Table D.1, which summarizes all design verification items specified in Clause 10. All verification work below is performed by DSJ Electrical.

As shown in the above table, all required verifications for finished assemblies shall be completed. Most items are checked during Routine Verification. Please follow the Routine Verification document for relevant tests. Supplementary requirements for individual items are specified below.
Marking
Each assembly shall be fitted with durable labels, clearly visible and legible when the equipment is installed and in operation. 
Label Sample (DSJ Standard)

Labels made by moulding, pressing, engraving or laminated plastic labels do not require durability testing.
 For other labels, perform the durability test as below: 
-- Rub the marking manually for 15 seconds with water-wetted cloth, then another 15 seconds with petroleum spirit-wetted cloth.
 (Note: Petroleum spirit means hexane solvent, aromatic content ≤ 0.1% by volume, Kauri Butanol value = 29, initial boiling point 65°C, final boiling point 69°C, density approx. 0.68 g/cm³) 
-- The marking shall remain legible under normal or corrected vision without magnification after testing.
Temperature-rise limits 
DSJ standard enclosure structures have been tested for temperature rise with maximum rated current up to 220A. For assemblies with non-standard structures, temperature rise shall be verified by calculation. For assemblies up to 1600A, calculations shall follow AS 60890. Please contact DSJ technical team for support.
Short-circuit withstand strength 
Assemblies rated below 10kA do not require additional verification. Assemblies rated above 10kA shall complete design verification by comparing with validated reference designs. Please contact DSJ technical team for relevant support.
Routine Verification 
The Routine Verification form must be filled for every single assembly. Revise the compliance statement according to the applicable standard:

Assemblies complying with AS/NZS 61439.3: Mark “N/A” for dielectric test items
After passing all tests and verifications, the assembly is confirmed to comply with AS/NZS 61439.2 or AS/NZS 61439.3.
